Ipinamahagi ng Department of Social Welfare and Development (DSWD) Regional Office nitong Miyerkules ang humigit-kumulang Php2.1 milyong halaga ng Sustainable Livelihood Program (SLP) na pondo sa mga asosasyon mula sa pitong barangay sa Borongan City at Maydolong sa Eastern Samar.
Ayon kay Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) Eastern Visayas manager Imelda Bonifacio, bawat asosasyon ay nakakuha ng Php300,000 na tulong pangkabuhayan.
Ang mga asosasyong ito ay ang Canyupay, Banuyo, San Gabriel at San Mateo sa Lungsod ng Borongan; San Gabriel, Tagaslian at Canloterio Villages sa bayan ng Maydolong.
“These communities were identified as conflict-affected and vulnerable, hence, the project intends to provide an opportunity to engage both private and public sectors, promote transparent and accountable governance and provide a venue for a local conflict-resolution mechanism and opportunities to promote peace and social cohesiveness within their respective organizations and communities,” ani Bonifacio sa isang panayam sa telepono.
“Ito ay isang proyektong pinondohan ng DSWD bilang suporta sa whole-of-nation approach to end local armed conflict. Ang aming tungkulin ay tukuyin ang mga lugar na tatanggap ng tulong pangkabuhayan at gampanan din ang pangangasiwa at pag-uugnay ng mga tungkulin,” dagdag niya.
Ang tulong pangkabuhayan na ito ay kinabibilangan ng agri-feeds business, rice trading at hog raising.
Bukod sa mga opisyal ng OPAPRU at DSWD, dumalo din sa turn-over sina Maydolong Mayor Godofredo Garado, Jojo Acla na kumakatawan kay Mayor Jose Ivan Dayan Agda ng Borongan City, mga opisyal ng militar at pulisya at mga punong barangay.
Dumalo rin ang mga kinatawan mula sa Philippine Information Agency, Technical Education Skills Development Authority, Department of Trade and Industry at Department of Agrarian Reform.
“The agencies mentioned were part of the process of capacitating partners during the social preparation activities and during its implementation. Inter-agency complementation highlights the implementation. It’s not just promoting social cohesion, but it also improves governance and accountability through its local conflict resolution mechanisms. The SLP support increases family incomes thereby making insurgency irrelevant,” sabi ni Bonifacio.
Upang matiyak na gagamitin ng mga benepisyaryo ang tulong para sa layunin, regular na gagawin ng lokal na pamahalaan at DSWD ang pagsubaybay, dagdag niya.
